As their children don't have to participate in the Hunger Games, the Capitol residents consider the Games to be a normal sporting event that celebrates past time. Every year, they watch the Games to have fun and don't understand any resistance or disgust for the crime their government is committing by forcing children to kill each other.
For example, Effie Trinket is extremely insensitive and callous to the suffering and poverty that Tributes go through, and is intensely optimistic and enthusiastic about the prospect of the Games, and continuously flaunts her own Imaginary involvement and possession of Peeta and Katniss when they win the Games. However, the citizens of the Capitol still love sentimentality and melodrama what is commonly used by tributes like Katniss' and Peeta's love story.
Some residents are sponsors for tributes and pay money for packages of supplies that are then delivered to them in the arena. Most citizens of the Capitol also seem to be dummed down.
Capitol residents who commit serious crimes such as treason or desertion are usually turned into avoxes, slaves who get their tongues cut out. Avoxes usually do the work in the Capitol no one else is keen to do, such as servants, waiters, cleaners and day-to-day maintenance.
An Avox named Pollux for example worked in the utility pipes for five years, until his brother Castor managed to buy him out. Darius, a former Peacekeeper at District 12, was turned into an Avox when he intervened after Romulus Thread whipped Gale after twenty whips. Ultimately, as the situation in the twelve districts escalates, people from the various districts begin rebel, leading to a schism between the districts that remain loyal to the Capitol, and those who choose to stand up to them.
In their desperation to suppress a rebellion, the Capitol at one point even destroys District 12 to punish Katniss Everdeen for her "defiance". However, rebels led by District 13 eventually take control over the Capitol and execute President Coriolanus Snow. The new president of Panem, Alma Coin who leads the rebellion, is soon killed by Katniss after realising that she has planned to make another Hunger Games involving the children of the Capitol, therefore making her as evil as Snow.
Commander Paylor is the new president and she forever shut down the Hunger Games and the arenas and dismantled the evil within the Capitol. Paylor started creating a better Capitol where it is peaceful and people can make their choices for democracy. Aside from the clear parallels that can be drawn to Ancient Rome totalitarian and militaristic society with gladiator-esque games the Capitol and its actions are also a blatant attack on modern day culture. Before the Dark Days, District 3 was one of the wealthiest districts in Panem but was crippled by the events of that time period.
In the ensuing years, District 3 was fairly wealthy but the citizens lived modestly to poorly in a district populated with factories to produce electronics. Among the district's most famous residents are Beetee and Wiress, the victors of different Hunger Games. Both Beetee and Wiress were killed in the 75th Hunger Games.
District 4, encompassing what was once southern California, parts of Texas, and quite possibly coastal parts of Mexico, was known for its fishing industry. District 4 is believed to be the fourth-richest district with a population of , It's also believed District 4, a crucial district to Panem, was one of the first districts to rebel against the Capitol.
The daily lives of the District 4 residents are unknown although it's been confirmed their diets consist mostly of fish and salty bread tinted green from the addition of seaweed. Although frowned upon, District 4 is known for producing Career Tributes, citizens raised to volunteer to be tributes in the Hunger Games and spending much of their young lives training to be victors.
Among the most well-known of the District 4 residents are Mags Flanagan, victor of the 11th Hunger Games and participant in the 75th Hunger Games; Finnick Odair, victor of the 65th Hunger Games and participant in the 75th Hunger Games, who's known for his use of a trident as a weapon, and Annie Cresta, the 70th Hunger Games winner and wife of Finnick.
District 5 is the district responsible for supplying power to the entirety of Panem. Because of the huge responsibility put upon the district to act as the source of an entire nation's electricity, there is a hydroelectric dam in the district later targeted by Katniss and the rebellion. There's no general consensus on the location of District 5, but a variety of maps including the one pictured above approximate it to be located in the northern U.
The district's population sits at approximately ,, making it the fifth-largest district in Panem. Among the district's most famous residents are Foxface, the girl from the 74th Hunger Games who operated as a lone wolf but died after accidentally eating poisonous Nightlock berries, and Porter Millicent Tripp, victor of the 38th Hunger Games who received a spinal injury so severe during the games she had to wear a head brace for the rest of her life. Covering parts of what was once Michigan and Illinois, District 6 is known for its production of transportation vehicles.
District 6's population is reportedly ,, making it the second-largest district in Panem after District 2. The goods made in this district include hovercrafts, high-speed trains, cargo trains, and the like. There's a widespread problem with morphiling abuse, a Panem painkiller and sedative which produces hallucinatory effects.
Katniss also witnesses the effects of morphling addiction firsthand with the male and female District 6 victors who return for the 75th Hunger Games and spend much of their training time painting one another ostensibly to camouflage themselves in the arena rather than train with actual weapons. Among the more infamous Hunger Games tributes is District 6's Titus, who participated in an unspecified Hunger Games but was remembered for his cannibalism of the other tributes and being killed in an avalanche.
District 7 is located in the former Pacific Northwest and, more specifically, what was once Washington state. Given its strategic location, District 7 is responsible for the production and shipment of lumber and paper throughout Panem. Johanna Mason is perhaps the most famous resident of District 7, having won the 71st Hunger Games and survived the 75th Hungers Games. She went on to serve with Katniss in the Second Rebellion.
Citizens of District 7 are known to be particularly skilled with axes and Johanna was evidence of this regional skill, using axes during both of her Hunger Games runs and during the rebellion. District 7 notably detonated landmines and killed a large group of Peacekeepers while the 75th Hunger Games were going on, signaling to the Capitol the district was joining others in a rebellion against its repressive rule.
A smaller district covering what was once South Carolina, District 8 is responsible for the production of all textiles in Panem. The district specializes in making the uniforms for the Peacekeepers of Panem. Katniss observed during the Victory Tour that District 8 was a grimy, industrial district, with nary a blade of grass in sight and the district's residents living in dirty, cramped tenements.
District 8 residents Cecelia and Wolf are the district's most well-known Hunger Games victors, although both died in the first days of the 75th Hunger Games.
Similar to District 3, District 6 supported Katniss and the rebellion's efforts against the Capitol. District 7: District 7 supplied Panem with copious supplies of lumber. The area was said to be surrounded mostly by trees. The most noteworthy member of District 7 was Johanna Mason, a victor who used the District's signature weapon, the ax.
District 8: District 8 was known for their work in the textiles industry. One of their factories was dedicated to producing the uniforms used by the Peacekeepers. Along with a few other districts, District 8 was instantly open to joining the rebellion.
District 9: The main industry at the focus of District 9 was grain production. The area was the least referenced district in all of Panem. Not much is known about the victors or tributes from District 9. District District 10 focused on the livestock industry. Their main job was to raise animals and supply the meat to the Capitol. Katniss never mentioned any of the specific tributes from District District District 11 was said to be composed of a very large area, possibly the entire Southern region of Panem.
Agriculture was the main industry of District 11 as the land was covered in orchards, crop fields, and cattle farms. District 11 was one of the poorest districts and its citizens lived in small shacks in an area patrolled by Peacekeepers.
Rue was one of the most notable citizens that came out of District District District 12 was the smallest and poorest district in Panem. The district was located in Appalachia and their main industry was coal mining. After the Second Rebellion, the coal mine was closed and the district began to produce medicines.
